A Recipe for change: An agenda for a climate-smart and sustainable food system for a healthy Europe Organic Eprints

In this report, a group of European Commission (EC) appointed experts recommend orientations for food and nutrition security research and innovation in the years to come. The report calls for a Research, Innovation and Investment Strategy (RI&IS) in line with the EC FOOD2030 initiative to deliver on four priorities: nutrition for sustainable and healthy diets; climate smart and environmentally sustainable food systems; circularity and resource efficiency of food systems; innovation and empowerment of communities. Using food systems thinking, the experts have reworked and integrated these priorities to develop a mission-type approach.

Trent’anni fa tappeti di alghe puzzolenti e pesci morti hanno scioccato la popolazione lungo le rive del lago di Zugo. Il Cantone ha reagito con un progetto milionario: un gigantesco sistema di tubature che avrebbe dovuto pulire l’acqua del lago di Zugo con quella del lago dei Quattro Cantoni. Per i biopionieri si trattava semplicemente di combattere i sintomi e nel 1987 hanno dimostrato con un ampio studio del FiBL, quali sarebbero le conseguenze se l’intero Cantone passasse all’agricoltura biologica.

Within the EU funded project ORGAP a toolbox was developed for the evaluation of the European as well as national action plans fror Organics food and farming. Recommendations and a resource manual for policy makers and stakeholders were published, based on the analysis of national Organic Action Plans as well as stakeholder and expert consultation. The analysis showed that several EU member states have emphasised the need to balance supply-push policies with more market-focused demand-pull policies. An integrated approach is required through the formulation of multi-functional Organic Action Plans (OAPs), which also adress the dual roles of organic farming to provide public goods and satisfy consumer demand. In the EU funded research project Ecropolis (www.ecropolis.eu), a comparative analysis of relevant sensory related requirements in regulations and standards for mainly processed organic products was made. A potential impact matrix of standards requirements on sensory properties of organic food has been made. The empirical verification of product qualities through consumers and sensory laboratory testing showed significant impacts for oil and salami, but no impact for apple, cookies, and tomato sauce.

In the EU funded research project EconWelfare (www.econwelfare.eu) the Research Institute of Organic Agriculture (FiBL) has compiled a database of animal welfare initiatives in Europe. Altogether 84 initiatives from DE, ES, IT, NL, SE, PL, UK and Macedonia were clustered and analysed with regard to their main goals, instruments used, major actors and success factors , taking account of national differences. The assessment of these initiatives showed that some actor networks (often organic farming standards schemes) are successfully aiming at multiple goals (including labelling), using different policy instruments by involving broader networks, whereas a majority of initiatives are focussing on single goals using smaller networks. Analysis of differences between EU Regulation (EEC) 2092/91 in relation to other national and international standards Organic Eprints

Differences between the EU Regulation (EEC) 2092/91 and selected private as well as governmental organic standards were analysed as part of an EU-funded research project on the revision of this regulation. Most of the differences were found in the following areas: conversion, fertilising, animal feeding, veterinary treatment and animal husbandry. Many differences have specific justifications, influenced by specific national or regional circumstances or policy framework. The variations between the EU Regulation, governmental and private-sector standards do not concern basic requirements; i.e. there is a general agreement on the main general principles of organic agriculture within the EU. A certain regional flexibility can be justified.

This Deliverable 3.2 report presents an analysis of differences between EEC Regulation 2092/91 and other organic standards and their implementation, using a specially developed database (www.organicrules.org). It further reports on database development. The work was carried out as part of the “EEC 2092/91 (Organic) Revision” STREP project (No. SSPE-CT- 2004-502397) within the EU 6th Framework Programme. The main objective was to identify differences in organic standards in relation to Regulation (EEC) 2092/91 and to analyse selected national governmental and private organic standards with the aim of identifying specific areas in the (EEC) 2092/91 where revision in terms of harmonisation, regionalisation or simplification may be possible.

Because wines (of grapes) were excluded from the scope of EC Regulation 2092/91 (annex 6, concerning processing organic food, does not apply to wine) concerning organic farming, up till now there is no legal definition for organic wines at European level, but only rules for organic grapes production. This project: ORWINE, is aiming to help the UE commission to develop a legislative framework for the transformation of organic grapes into organic wine. Assessment of two modern milk farms (low input versus high external input) in Switzerland focused on sustainability and resilience criteria Organic Eprints

In many countries there is a trend in milk production to either maximize the milk yield with high inputs and modern milking technology or to choose a low external input strategy with emphasis on grazing. What about the sustainability and resilience of such types of farms? In this paper a comparison of two modern milk farms in the same region and village in Switzerland with similar climatic conditions and new free-range stables has been made. Both farms are run collectively. In the European funded research project FOODLINKS an analysis of 19 cases of Short Food Supply Chains (SFSCs) was carried out. A special focus was on their contribution to health and sustainability, also with a focus on organic supply chains. These potential contributions were identified (based on case analysis and literature): Health & wellbeing: increased consumer knowledge, possibly leading to healthier diets, but not always fully reached.
